[MR] Coronation Curia - New Orders?

Greetings, all! I had a question or two about these new orders, and forgive
me if the answers already went by and I missed them in all the traffic of
the past few days.
Basically, my question is this: why the new orders? It sounds so far like
they're for an extra level of recognition for the people in our Kingdom who
are working hard and Doing Good Stuff. But is it a milestone to be reached
before, or after, the current orders? Some people say it should come
before, beacuse the bar is so high for the current orders, which brings me
to my real question: why (or how) did the bars get so high in the first
place? It seems like a feedback loop, where every new member of the order
has to work harder to get there, and so works to maintain that high standard
for future members. Which is not necessarily a bad thing...only, how did
that trend get started?
(This parallels another thing I've often wondered: why is it Atlantian
fighters have earned the reputation for hitting harder than any others in
the Knowne World? Again, it seems like a feedback loop...)
Cheers,
