Unfortunately, what you suggest would conflict with Corpora:

VIII.B.5 (Under Personal Titles and Awards) "Only royalty and territorial 
Barons and Baronesses may bestow awards. If an award is established for a 
specific branch, only the royalty or Baronage of that branch may bestow the 
award, unless the power is specifically delegated in a manner consistent 
with Corpora and kingdom law and custom."

The bit about delegation deals specifically for branch-level awards, as 
indicated by the phrase "or Baronage of that branch".  Kingdom awards cannot 
be delegated to be presented by Shire representatives, since the Kingdom is 
not a "branch", and since there is no Baronage presiding over the Kingdom.  
Apparently, only Baronial awards may be so delegated, but then only if said 
delegation were consistent with Atlantian law and custom, which they 
currently are not.
