It would seem to me that big local events make great opportunities for those 
new contacts.  The person/officer they contacted should be there, they could 
meet other members of the local group and other groups, and assuming there is 
a chatelaine or deputy in the group, that is part of what they should be 
doing there.  I agree with the point that there can be group members willing 
to act as a 'buddy'--that would help those who are running the event.

As far as quarterly reports go, excepting perhaps seneschals & exchequers, if 
you are spending more than a few minutes filling it out, you are spending way 
too much time.  I've filled out the chronicler report, herald reports, seen 
the chatelaine's report & others.  Now if you are a kingdom or corporate 
level officer trying to correlate each group's reports, that is another 
story.  Or trying to fill a 10 - 20 page newsletter each month.
