Setting the adjective aside, it is the airlines who are legally and
financially responsible for passenger screening at airports.  At each
airport, the regularly scheduled carriers make up a consortium that hires a
contractor to provide screening.  Normally this is done by balancing the
cost of the contractors bid against their performance (since failures in
performance are penalized by a $10,000+ per-incident FAA fine).

The real problem here is that the weapons used to take over these planes
would not have been stopped by anything short of a body cavity search.
Realistically, we can't keep razor blades and similar "shanks" out of
maximum security prisons, much less out of commercial aircraft.
