Unfortunately, we've had instances where the ink has faded between the
time that the paperwork was filled out and the LOI meeting the following
month.  (Another kingdom reported an occurence where the paperwork sat
in a sealed envelope for two weeks between being filled out and being
turned in.  The kingdom submissions herald opened the envelope in front
of the submitter and returned it -- a tincture had completely changed.
IIRC, it was supposed to be yellow and had become red.)
