We MUST come up with a way for non-members to sign a waiver and be able to 
waterbear. The inablility of a newbie to participate in this way robs them of 
the chance to participate as well as reducing the pool of people willing to 
take their time to support the fighters. Since this rule was instituted 
waterbearers have become fewer and fewer. You can't win wars on dust...
