pay to play simply required that an individual be a paid member of the sca
and have a waiver on file with milpitas.  regardless of anything else that
may occur, you must sign a waiver to participate in ANY combat related
activity.  if you are a member AND you have a waiver on file you will have a
blue card and may participate in combat related activity (if you are
qualified to do so of course).  if you are not a member or are one and dont
have a waiver on file you will have to sign a site waiver.

so to answer more directly....

no, you do not have to be a member to give water to fighters.  you must have
a signed waiver, either via your blue membership card or the site waiver you
must sign if not.

heavy, archery or rapier, but, if I want to go out on the field to giver
water to the fighters I have to be a member?

  Seems a little strange to me, but that's alright, I love to water bear and
believe in paying for my membership.
