It is just a .jpg file, which is a type of picture.  It is safe to open.
There are no virus's that travel in picture files, but always check the
extension.  I have seen virus files that are "picture.jpg.exe" , it is
always the last 3 after the last . that matter.

As to who it is, he seems familiar, but I can't place him.  Maybe if we saw
the whole picture with who is around him it might make it easier.
