Not only does that not include cooper's staff, it doesn't include food 
staff ... Anyone working with one of the food merchants started getting 
their medallions from the top end, moving down.  I saw a guy at the archery 
range with a medallion 13,000 something because he owned/ran one of the 
food merchants.
