[Archers] Safe Ranges

I want to thank Lady Tala al-Zahra - Barony of Storvik for running an
exceptional shoot at the Novice tournament. There were over 40 archers and
many new comers.

I need to remind all marshals running an event, you must mark the outer
boundaries of our ranges clearly so unaware attendees of the archery range
do not wander into our ranges, especially children playing near by. This is
very important. It is our job to keep our ranges safe at all times which
includes spectators and on-lookers.
