[Archers] Updated Archers Guild Charter

Good evening everyone, I asked for comments on the Charter and I listened.
So here is the updated charter with the original typos corrected and a few
minor changes. The next step will be to form the "Council" and start adding
members. So again I am extending the first invitations to past DEMs, EDEMs
and current or past regional marshals. Once the Council is formed we will
ask for regional Masters and start to fill the ranks. This guild has the
ability to do great things, but it will take a unified group to make sure it
succeeds.
