[Archers] IKCAC Kingdom Participation

A few weeks ago I learned that Lochac is 'not allowed' to participate in
the IKCAC. It appears it is not an officially sanctioned event of the SCA,
so the SCA did not make the decision to omit the Kingdom. So who did?

Im hoping to get a firm grasp of the structure and heirarchy.
