It's really a variation of this:

But it's combined with shoot design.  Specifically any one target, which
by it's "number of arrows" differs drastically from all the other targets.

So if all your targets are '2 arrows per archer'.  No problems.

But have a shoot with 2 arrows per archer on every target, but then 12
arrows at another one.  That one becomes the bottleneck as everyone hits
it and slows down.

Of course you have to work timed ends to 'average' in as well on
approximate shooting rate.
