True. I keep forgetting there's a bigger war point picture. 
 
HRMs have to consider things like throwing in a few archery slots
to gain Allies with elite spear units, etc.

To all the archers, while I agree with the sentiment heartily here.  Do
realize that this is not our decision to make.  But that of their
Majesties negotiations.  If you have council for their Majesties on
these matters of negotiations & assigned slots, I'm sure that they would
be most happy to hear it.
