This happened at our practice last week and here is how we handled it:

As the archer was loading their last arrow they announced "last arrow" so
that as soon as that arrow was released the time keeper could stop the
clock.  Their arrows would be retrieved and the archer would take position
as if they had just released the last arrow (ie bow held up but not drawn
back, hand at their anchor point, no arrow on the string. for crossbows a
similar setup, held up but not cocked or loaded), the time keeper would
simply say "Go" as they restart the clock, and then the archer continues as
normal.

I did make sure that the archers had enough arrows to possibly complete the
challenge (12 or more arrows), and be sure that they would only stop at most
once.

We have not been announcing the time as it runs.
