[Archers] Archery policy changes

Actually Baron Jonathas ... the new ruling was never actually put in place.

It was put forward by the previous Earl Marshal, for comment, and after
the uproar over how it was worded, he stated that it would apply as a
'discretionary ruling / interpretation' for that year/summer, and then
he would evaluate it further before making it permanent.

He never made it permanent/official before he stepped down.

Lorelei has been examining/evaluating the rules, and requested for that
time-being that we all operated under the 'new guidance', but knowing
that it's only that at the moment.

She will come up with final wording, as part of this new process I'm sure.

In Service,
Siegfried
