[Archers] Policy changes

Good to find that our Archery DEM is on the ball. I should have reviewed the rules myself occasionally. I also took the 'discretionary' rule as a legal change in policy. Now I can go back to trying to find more sites as I had limited myself to nothing less than a three football length field... Atlatl is starting to grow so I better become more familiar with that too.
