[Archers] Rules rewrite

I like...3.9.3.6 An archery marshal from each Barony must send reports quarterly about the state of archery within their group to the Deputy Kingdom Earl Marshal for Target Archery.
That way I don't have to file a quarterly report.  
Maybe "Barony" should be replaced with "Local Branch" per the main Atlantian web site http://atlantia.sca.org/groups.php
