Probably not meant for the whole list, but...

University is a great place to start to learn about that kind of
thing.  There are usually court heraldry classes available.  The other
option is to watch large courts closely to see how the herald does
his/her job, pick one or two that impress you and ask them questions
afterwards.

Finally, the senior heralds from Triton (Mistress Rhiannon) to her
deputies are a great resource. They're generally open to e-mail
discussions on the subject.
