[Ponte Alto] Sapphire Joust Baronial Encampment

For those of you who were unable to attend the last
Baronial meeting, this item was discussed.  The
concensus was that the Barony DOES want a Baronial
encampment again, and Geoffrey Clwyd once again
volunteered to be the land agent.
