I would guess the answer is yes. The digest is a concatenation of all 
correspondence in ASCII format. Therefore attachments would be un-encoded 
and sent as ASCII text.

I think the best solution is going to be to put the files up on the Barony 
web site so anyone who wants them can download them. According to the 
Chronicler's Policies as published in the Atlantian Book of Policy, section 
6.11.11 Electronic Newsletters, states;

"If it is desired by the local group that its newsletter be produced 
electronically as its primary medium, then subscriptions may not be charged 
for that newsletter. Whatever costs are incurred by the newsletter are to 
be supported by the group. Hard copies of the newsletter must be made 
available to newcomers and those group members that do not have electronic 
access to the newsletter. Both hard copy and electronic copies are required 
to be mailed and emailed to the Kingdom Chronicler (or designated deputy). 
All other required copies may be distributed electronically with the 
recipient's approval."

This means that it is perfectly reasonable to publish the newsletter on the 
web site rather than through email. The key here is the last sentence "All 
other required copies may be _distributed_ electronically with the 
recipient's approval." So it is not necessary to email them to the populace 
so long as another method of electronic distribution, i.e. the web site, 
can be found.
