Well, this was mentioned at the meeting but I'll repeat it for the
benefit of those who were not there.  I am a notary public for the
Commonwealth of Virginia.

It's an important distinction - to notarize something I must be within
Virginia's boundaries.  It doesn't matter where the minor/guardian live
so long as they present their paperwork to me in Virginia.
