<BR>The following items were RETURNED by the Laurel Sovereign of Arms for futher
<BR>work at her April meeting:

<BR>
<BR>Astasia de Moncellis. Device. Quarterly argent and argent v{e^}tu
<BR> ploy{e'} azure, in bend sinister two decrescents azure.
<BR>
<BR>The device violates RfS XI.3, Marshalling. In particular it violates
<BR> the clause in RfS XI.3.b:
<BR>
<BR> Such fields may only be used when no single portion of the
<BR> field may appear to be an independent piece of armory. No
<BR> section of the field may contain an ordinary that terminates
<BR> at the edge of that section, or more than one charge unless
<BR> those charges are part of a group over the whole
<BR> field. Charged sections must all contain charges of the same
<BR> type to avoid the appearance of being different from each
<BR> other.
<BR>
<BR> While this case is not precisely one of the cases enumerated,
<BR> there is no evidence of a v{e^}tu field being used on only part of
<BR> the field; therefore the two v{e^}tu sections can only be
<BR> independent pieces of armory. Reblazoning as Quarterly argent and
<BR> azure, in bend sinister two lozenges ploy{e'} throughout each
<BR> charged with a decrescent azure does not help, because the
<BR> lozenges are both charged and throughout, so the quarters still
<BR> appear to be independent armory.
<BR>
<BR>Atlantia, Kingdom of. Badge for the Kings Guard. (Fieldless) A sealion
<BR> maintaining a sword bendwise sinister Or.
<BR> The consensus of the College is that the sword is not large enough
<BR> to count as a co-primary. As a maintained charge its addition is
<BR> worth no difference so the badge is in conflict with the badge for
<BR> the Shire of Adamestor, A sea-lion Or maned sable. There is a CD
<BR> for fieldlessness but nothing for changing the tincture of the
<BR> mane of the lion nor for the addition of the sword.
<BR>
<BR>Derdriu ingen Muiredaig. Device. Argent, a panther rampant guardant
<BR> sable spotted of diverse tinctures incensed gules, on a chief purpure
<BR> three moths close argent.
<BR> The moths on the chief were not in a standard heraldic
<BR> posture. While the posture in which moths are often found in
<BR> nature, none of the College was able to devise a blazon to
<BR> accurately describe it. Because armory must be blazonable, this
<BR> must be returned.
<BR>
<BR>Elvegast, Canton of. Badge. Argent, a bend sinister of five fusils
<BR> conjoined gules.
<BR> Conflict with Sarsif the Red, Argent, a bend sinister indented, a
<BR> bordure gules. There is a CD for the removal of the bordure, but
<BR> as a bend sinister of fusils is an artistic variant of indented,
<BR> there is not a CD between it and a bend sinister indented.
<BR>
<BR>Robert Pine. Device. Azure, two wasps combattant, a bordure argent.
<BR> Long precedent has held that non-quadrupeds cannot be registered
<BR> in positions such as rampant. In particular, in May 1991, Laurel
<BR> stated "Henceforth, we will not accept rampant birds." In the
<BR> same month, Laurel said, "given the College's feelings about birds
<BR> in a rampant position it is unlikely that a rampant insect would
<BR> be any more acceptable." Since that time, we have not registered
<BR> insects in a rampant position, and see no reason to do so now.
