Having been to Wales, some of the best rarebit is at Ty Hwnt I'R Bont Cafe, Llanrwst LL26 0PL, Wales. It's a lovely cottage that had been a courtroom in the 15th century. It's right next to a river and absolutely a must if you get a chance to visit the Snowdonia area.
Also, in Williamsburg, do not get the rarebit from the DoG street pub. It isn't even close to the same thing. I can't say I've tried it at Chowning's yet, though.

Noble Friends, Especially period foodies,
Yesterday the BBC posted an interesting story about Welsh rabbit, aka Welsh
rarebit, considered by many to be the national dish of Wales.
Much of the article concentrates on the origin of the name, which the text
suggests began as a snobbish English slur about the Welsh. What is more
important here, are 16th century references to the dish, which puts it well
within our SCA period of interest.
In any case it is yummy, and is my first choice when I visit Chowning's
Tavern in Colonial Williamsburg. Goes great with a stout or a porter too.
