[MR] New MOAS handbook

Greetings from Lady Marion le Red Kingdom minister of arts and sciences.

I would like to announce that there is a new MOAS handbook on line at
http://moas.atlantia.sca.org/handbook/

This was a almost complete re-write to make it gender neutral, up to date
with current practices of the office, re-writing the documentation section
to be in line with what is needed for the Tournaments Illuminated and other
updates as well.

The 2019 Edition was edited by Lady Gwenhwyfar Weale with contributions by
Lady Marion le Red, Lady Ellisif Gydasdottir, Dame Adriana la Bretone,
Mistress Marris Gisse, Lady Caelainn Grant, Mesternö Bessenyei Rozsa, and
Baroness Ysabeau Gwalchafed.  Thank you ALL for all of the hard work on
this re-write.

The last re-write of this handbook was in 2003 so there was a lot of
updating to make this document reflect our current practices.
