On this date in 1484 the College of Arms was chartered by King Richard 
III. The College was re-chartered in 1555 by Mary I and her consort 
Philip II of Spain. You can read about the College's various ups and

Scotland has a separate heraldic institution under the Lord Lyon King of 
Arms which dates to at least 1399:
