[MR] [Marshalls] Update on the new Authorization System & Pennsic Authoriation Card Requirements from the KMOL

Do we know how much backlog there is? For example, I did the paperwork at
Defending the Gate, and although I can log in, there is no authorization
information yet. I recognize there is a lot of work being done and don't
want to pester if that events worth of stuff is still in backlog
