[MR] Clarification of ACCEPS

I asked for and received clarification from the ACCEPS Treasurer:
No further ACCEPS transactions will be accepted/processed and the ACCEPS event site is now disabled. Anyone with an event setup with ACCEPS will get their money due to them for any preregs received by ACCEPS up to 4/18 via snail mail before the May 1st deadline so no groups get suspended.
