[MR] Change in Atlantian Rapier Policy

Good gentles,
After a long review, the Society Earl Marshal have determined that section
3.11.3.1.2 of Atlantian Policy that states "To Win is to render one's
opponent unable or disinclined to continue, for any reason" is out of
compliance with Society rule section 4.C.
As of today, section 3.11.3.1.2 of Atlantian Policy is no longer valid.
As soon as this can get published in the Acorn, it will be deleted from the
on-line version of Atlantian Policy.
