It might be a really good idea for some of the merchants to confirm with
Cindy exactly what is going on with site access for merchants on Saturday.
The merchant rules for this year say we can bein setting up on Saturday, 19
July, 2013 (which does not exist). They also say we have to check in with
the merchant office first and that the office is open 9 - 5.
But technically I suspect that the mayor's office --- which seems to be into
all sorts of new regs that may or may not have been co-ordinated with the
Coopers --- will take the position that they control access to the site.
Certainly, the Pennsic website at www.pennsicwp.org now says "You may not
drive into the campground until after land grab which is held on the first
Saturday. " That now appears on both the main web page and the registration
page. Without any firm end time for land grab. (And it is hard for
merchants to set up without driving into the campground.)

More precisely, the PW Staff say that they have "always" been asking
that only land agents show up on Friday. I'd think I'd have heard a whiff
of this before now, so I wonder just how they have been "asking". Telepathy
is plainly unreliable. They also overlook merchants planning to begin setup
as soon after 0900 as they can get through the gate, being not subject to
the Land Regulations, but rather the Merchant Office regulations.
It's not an absurd request, but they do have to actually make it known
clearly and widely so that people can learn of it. I don't dismiss the
concern
that is behind this.
