This is how family fees are set in Meridies Kingdom law:

No family shall pay a site fee higher than 3 adult member prices for
admission to
an event as long as the children are 15 years of age or younger and they
are
all members. This may or may not include bed and/or feast spaces for more
than those covered by the 3 paid adult member prices. This is to be decided
at
the hosting group's discretion. Proof of immediate family relations and age
may be required.

As you can see, the hosting group has some discretion in what family
discounts (if any) can be applied to bed and/or feast spaces, but the site
fee structure is set. It works pretty well.

It appears that neither Atlantian law nor financial policy addresses family
or other discounts specifically, but does discuss the optional waiving of
event fees, which isn't exactly the same thing.

Branches in Atlantia may choose to waive event fees (agree to absorb the
cost
themselves) for the following event attendees: the King, Queen, Prince,
Princess, and local Landed Baronage. To waive the fees of additional
attendees,
the local branch must include a list of those approved for waived fees in
the
branch’s financial policy and/or have the waiver of fees approved by the
branch’s financial committee with justification/documentation for the
additional
names added to the Event Report.
