[MR] Event fees and family caps

Usually, it's "2 adults + 2 children" or "2 adults + 1 child" -
depending upon the event, their budgeting, etc.
Typically it's just applied to the event fee (It's hard to apply to the
feast, because just because a family of 10 shows up, it's hard to give
them 6 free feast spots, when each spot costs a set amount of supplies
to feed).
So if an event was $10 site fee, $5 per child. Then a family max of
$25 or $30 might be set. Allowing larger families to attend without
breaking the bank.
