[MR] Happy Birthday to the Academie d'Espee

Exactly 20 years ago today did TRM Steffan and Twila create the Order of
l'Academie d'Esee to be given for prowess in rapier combat in the Kingdom of
Atlantia.  This award was a formal extension of the (new at the time)
informal "guild" structure that helped shape rapier combat in Atlantia.
Members of this Order later became grandfathered as White Scarves when
Atlantia joined the White Scarf Treaty in April, 1996.
