If I may make note, the single arrow was explained to be required by
tradition, as each Archery Champion in turn has added an arrow to the
quiver that is part of their regalia.  As the new Kingdom Archery Champion,
Lord Godai was asked to take his place behind His Majesty for the remainder
of Court.
