[MR] Updates to event fliers and SPIKE submissions.

Greetings all,

I wanted to clear up some confusion regarding the SPIKE process. While
SPIKE is an automated system, everything you submit is reviewed by me prior
to being added online.  That includes publishing your flier.

Anyone who submits any information will receive an automated email from
SPIKE stating your information was received by the system. UNLESS YOU
RECEIVE AN EMAIL FROM THE CALENDAR DEPUTY STATING I HAVE PUBLISHED
SOMETHING  (within 24-48 hours), YOUR INFORMATION WAS NOT RECEIVED.

SPIKE is not a perfect system.  Feel free to verify I've received something
if you don't hear from me within the normal time period.
