[MR] pennsic reg problems

Its not terribly obvious on the site, but you need to go through the
Pennsic Account login screen found here:
http://www.cooperslake.com/prereg/account/login.php

Once you login, there's a big blue figure trying to explain the new unpaid
registrations. Below that figure is a button labeled "Add New Registration"

Push that button and you'll be sent to the form.
