The problem appears to be that the rights to these events, which are currently held by SFVA, Inc have not been released for other groups or locations to hold them.  A "state fair-like event" could be held elsewhere, but they can't actually use the name "State Fair of Virginia" until it's released.  Hopefully it will be.

"SFVA Inc. requested the creditors release the rights to the State Fair of Virginia, Meadow Highland Games & Celtic Festival and Strawberry Hill Races. The fate of these events and the property will be determined by the Chapter 7 process and ultimately up to the court appointed trustee."

The Raceway (in Richmond, where the State Fair was held for many 
years) has offered to host the Sate Fair this year, "and possibly 
other events".  The Meadow Farm site has very little in the way of 
infrastructure, we are advised by the media.  Furthermore, the Meadow 
Farm site has myriad zoning restrictions (again according to local 
media) which make it difficult to use for  purposes other than the State Fair.
