[MR] Symbols of Rank - new letter from Their Royal Majesties online

Greetings Atlantia from Talorgen, your Kingdom Web Minister.

At Sapphire Joust, Their Majesties Michael and Seonaid did hold the third
Curia of Their Reign.  During Their Curia, They presented a letter to the
populace to all of Their assembled Baronage regarding Their Symbols of Rank
proposal that was posted for commentary after Their last Curia.  The text of
that letter has now been put online alongside of the original proposal and
