I have learned a lot from the people that have posted.  I propose an
idea that I think incorporates both the suggestions of people that
want a site booked a year in advance and those that want to make sure
Coronation doesn't always get stuck at the same site.  I will welcome
constructive criticism, as long as it doesn't dismiss the idea
wholesale. (Being "shot down" involves phrases like "this won't work
because..." as opposed to just "the problem with this is...")

I suggest:

Two (2) new Kingdom-level [officers? deputies?] volunteers--one whose
term would run from one spring to then next, the other whose would run
from one fall to the next--whose primary duty would be to reserve a
site for the next year's Coronation and Crown.  They would NOT be the
autocrats.  However, as signer of the site contract, they would
fulfill any responsibility to the site (staying onsite, picking up the
keys, etc.) and/or be responsible for cancelling the site contract if
a bid for a different site is chosen.

These kind souls would maintain a list of previously-used sites with
their amenities & restrictions.  Their first duty would be to reserve
a site.  Their last would be to pass along their experiences and
recommendations to the next volunteer.  It would be the prerogative of
the new volunteer to get advice from the populace, as well as the
sitting Royalty, to pick the best site for the purpose and to move it
around the Kingdom as needed to avoid local burnout.

Local groups would still be welcome to submit bids for alternative
sites, as well as competing bids for the pre-reserved site.

The volunteer could also act as a royal liaison to ensure the event,
especially Coronation, is special to that particular King and Queen.

P.S. Before yesterday, I had never heard anyone talk about submitting
a Coronation bid on the condition that one of their own wins Crown.  I
think that is a neat suggestion.  I think it would be practical for a
competitor and consort to tell their local group way ahead of time "If
we win Crown Tournament, we want YOU to host our Coronation."
