[MR] proposed regalia restrictions

I have two questions that I think are important, but have not heard addressed,
as far as I can tell.
1. Who first brought up the idea of these proposed laws, as in what person(s)
specifically?
2. Why did this person or persons bring them up, as in "for what reasons" and
"under what circumstances?" The answer for the first in the FAQ, that
standardized regalia would make a given rank more visible as that rank, seems
kind of lame. I believe that nobility is conferred by the example one sets, not
by a particular style of clothing or jewelry one wears.
The SCA at its best, as I understand it, functions very well without an
institutionalized "pecking order." The order of precedence should not become
such. Many of us grew up being the last people picked for childhood games. Why
would we want to create another, similar situation—probably for those of us less
"spiffy" than others, many of whom may also be newcomers—in something we're all
supposed to enjoy?
