[MR] opinion on peerage...

Of course it's not "based purely on merit".  As soon as you bring
"Peer Like Qualities" into the conversation you step away from looking
at JUST the Art/Service/Fighting of the candidate.  Not to mention
that as soon as you ask for a judgement on a subjective quality
politics will be a factor.

I'm sure we all know at least one person who has served the Kingdom
and the SCA for years pursuing their skill who will never receive a
Peerage (regardless of how deserving they are in their friend's eyes).
  But that is the game we play.

The saying goes that Peers are not made they are simply recognized.
For myself, I choose to honor those who have not yet been recognized
for the excellence they represent even while understanding that they
may not ever achieve that recognition.  After all the award is just a
symbol.
