I understand some of the confusion at this point.

There are many things that are not illegal.  Not illegal is not automatically a good idea.

In an all volunteer organization one needs the ability to encourage volunteers in a positive fashion - nagging and threatening of course would not be a positive fashion but it is done.

While no one person will ever win the popularity contest all the time each person has to weigh each action to see if the change is really worth the stress it creates.

Are you willing to suffer the losses you generate by an unpopular action?  In an all volunteer organization this creates a more serious consideration than the modern work place.

XYZ idea might not be illegal.  That doesn't automatically mean it's a good idea.
