My lord,
Just to address a couple of points in your post.
Many fine gentles do get recognized for their efforts in smaller groups and for many different tasks. The key point to gentles being recognized is not where or how they do their service, but the gentles who know them taking the time and trouble to recommend them for that recognition.
If anyone wants to know how to recommend someone or get some guidnace on what awards might be appropriate for a given contribution, they have only to visit our Kingdom website. The Awards Recommendation System (Spyke) is a link on the site and it is very user friendly. A visit to the Herald's section of the website will take them to the Atlantian Order of Precedence (OP) page which includes descriptions of the Atlantian awards and what they are given for.
If folks are "new" and do not know these things, then the more senior members of their local groups or their friends should be helping to educate them.
Crowns and officers do, quite frequently mention the need to recommend people for awards and most Crowns request award recommendations from any groups they are planning to visit. I really do not think we need a University Class on how to recommend someone for an award, what need is some initiative and more folks willing to step up, make use of the information and write the recommendation.
I have seen a number of fine recommendations come along just recently and we are certainly eager to see more.

I'm going to venture some opinions here, and will then probably have to duck, but I mean no offense to anybody.
Those of us who play in small non-baronial groups, or who are unable to attend many large events and become known in court circles, have much less chance of being recognized for our contributions. There are many ways of serving and participating that often don't get noticed: teaching at university (which certainly does have its own recognitions), providing food service, sitting troll, writing articles for publications, autocrating small activities within a local group, spending time mentoring, working on group-owned equipment, etc.
I am aware that anyone can nominate anyone else for an award. It may be that many players in local groups are fairly new and don't know how this works. For example, what are the requirements for someone to receive a particular award? How to do this should be published regularly in our media, THE ACORN, THE MERRY ROSE, TOURNAMENTS ILLUMINATED, offered as university courses, and generally harped on by the court and the heralds. Local heralds need to promote more awards among their group's members. Heralds might also let us know they can assist with submissions through help tables at events ("Herald's Point"?), something they are probably happy to do although it is rarely mentioned in announcements.
Are any of these ideas worthwhile?
