[MR] People banned from SCA events clarification

I don't believe this individual was banned from events, rather he was
advised not to become a fighter without first consulting his therapist.
There was also some concern that he came down from the DC area to a camping
event (Sapphire Joust) with nothing but a scooter and the cloths on his
back.  Of the basic needs (food, shelter, clothing) he had one- barely.
Mind you, this is second hand. He was pointed out to me, I advised that his
therapist needed to be involved before he attempted fighting.  (He has a
therapists note that allows him to attend SCA activities/events.)
