[MR] People banned from SCA events clarification--RE: Atlantia Digest, Vol 101, Issue 90

hello everyone,
I have been contacted by an individual who attended the Storvik Novice tourney.
This gentle was told that he had been banned from attending SCA events including the Storvik Moinday night practices,
due to his conversations, and issues with his motor-scooter.
Does anyone have any knowledge of this and if so could they contact me off list?
 
I am not refuting the decision, if valid, just wanting to be able to explain to the individual, 
as they are a "special needs" person with communicative, cognitive and relational disabilities.
 
Secondly, is there a process/law or procedure to be followed for this type of decission?
