Your observation about mentoring is to the point. I'm not sure about the 
novice crown tourney.  Experience and long-standing relationships are 
very important to the work our kings do. Remember, they make policy 
(which means negotiating with dukes, knights, etc.), and they also 
prepare and lead our armies in the major and minor wars (which means 
negotiating with other kings).

You might consider casting a wider net. There are people with leadership 
potential among our rapier fighters, archers, and among the general 
populace who don't do martial sports (I'm thinking heralds, A&S folks, 
scribes, etc., especially ladies). They may not be candidates for 
royalty, but why can't they be mentored to higher offices in both 
baronies and the kingdom?

Term limits? Not a bad idea.
