[MR] census conclusions

WHY can't we have a conversation on this list without someone getting nasty
and rude??  If someone has an issue, that issue should be addressed soonish
when all parties are calm...  not years later on a public forum.

We need to talk about how this data can help focus efforts - that, I am
certain, was one of its intended purposes.  Can we please talk about that...
