I saw some "footage" of the flood moving through Brisbane: water flowing
deep and *Very* fast -- at least 30 miles/hour, with cars floating in
it. There were reports of a 26 foot high wall of water moving through
Toowoomba, which just makes the hair stand up on the back of my neck.

First used in that form by Max Weinrich, in 1945, in Yiddish.
"A shprakh iz a diyalekt mit an armey un a flot." But used earlier
without the "and a navy" part: note that Austria and Switzerland
don't have seacoasts nor, hence, navies.
