Milady -
         With all due respect, neither the importation of marijuana 
into the United States, nor its use by mundane Americans, is a 
"serious problem".  I would call it "personal choice".
         Instead, I would term the Government's futile, wasteful, 
expensive, racist, dishonest "War on some Drugs" a serious 
problem.  (Then again, I might possibly be a bit biased.)
         If I misunderstood your meaning, then please forgive my error.
