May I propose a partial solution to this eternal discussion, one that I feel strongly about personally?
EVERY Arts and Sciences competition, from canton-level to Pennsic, MUST require documentation. Period. I see absolutely no reason anyone would enter any such competition without proof of that item's validity in some form. What should the documentation include? SCA groups almost invariably have examples of what is required. Use them.
As for the quality and quantity of judges' remarks, that is another issue entirely and one that is universal to all competitions. If you enter a competition of any kind, you must always be aware of and accept the vagarities of the judging processes.
